What is an Energy Certificate?
It is a secure digital document, in PDF format, which indicates the energy efficiency of a property on a scale between A+ (very efficient) and F (very inefficient).
The document contains information about the building properties, such as construction solutions and energy consumption for ventilation, air conditioning and water heating.
It includes improvement suggestions to reduce energy consumption and increase thermal comfort.
Who can prepare and submit an Energy Certificate?
The document is prepared and submitted by a Qualified Expert recognised by ADENE – Agency for Energy, responsible for the management and operation of the building energy certification in Portugal.
To become a Qualified Expert it is necessary to be a qualified Architect or Engineer, registered with the respective professional board, have a minimum five years of proven professional experience and be recognised by ADENE.
Only a Qualified Expert is legally allowed to perform the site survey and submit the Energy Certificate.
Is it mandatory?
The Energy Certificate is mandatory from the moment a property is published for sale or for rent, whether online, on newspapers or through real estate agencies. The obligation applies to property transactions such as sale, rental or transfer.

It is also mandatory for new buildings and existing buildings subject to a major renovation. It may also be applicable to buildings under financial credit benefits or eligible for access to tax reductions.
You should also note that, in case of non-compliance, you may be subject to pay a fine.
What is included in the cost?
The energy certificate cost includes VAT and is made up of two parcels:
Qualified Expert fees
(varies depending on the type and complexity of the property)

SCE Portal registry fee
(figure defined by national legislation varies depending on the property type)

How long is the certificate valid for?
The document is valid for 10 years, for residential buildings and small commercial and service buildings.
What documents are required?
Before the site survey appointment, you should send us the following documents:
- Caderneta Predial Urbana (download from Portal das Finanças) – mandatory
- Certificado da Conservatória do Registo Predial (download Informação Predial Simplificada from Predial Online) – mandatory
- Property floor plan(s)
If possible, during the site survey visit you should also share with the Qualified Expert the following documents:
- Technical data sheets of the equipment installed for heating/cooling and for water heating
- Architectural project
- Thermal project
- Engineering projects, such as structures, water supply, mechanical, etc
- Technical specifications of materials and construction systems used in external walls, roofs, windows, etc
- Maintenance record of installed equipment
This list will support the work of the Qualified Expert in assigning the energy classification. An assessment based on these documents is more accurate and adjusted to the reality of your property.

How to find out if a property has a valid energy certificate or how to obtain a copy?
If you are unsure whether your property has a valid energy certificate, you can search by the address or other property data in Portal SCE. If the property does have a certificate, you can obtain a full copy through Portal CasA+. After registering, go to ‘A minha casa’ > ‘Certificação energética’.
